The Open Page

The Winter Lord was third in the queue, and Ilse Rooke had a debt in her drawer with his name on it.

She had known he would come. The border levy fell due on Midsummer Quarter-day, and for three years Casimir Vael had paid it himself, at her grille, in person, and for most of those three years she had counted on that more than she would have admitted to anyone. Today she would have given a week’s wages for a lame horse on the north road.

The Registry hall was hot enough to wilt paper, and flies moved along the brass grilles in the slow way of flies that have given up. The queue ran from the counters to the street doors, merchants and farm stewards and one bored lordling with a page to carry his purse, and none of them stood within an arm’s length of the man in the grey cloak.

Nobody ever did. Rime clung to the hem of that cloak in the height of summer, and it did not melt.

“You’re doing the face,” Yara said from the next grille.

“I don’t have a face.”

“You have one face, and it’s that one.” Yara stamped a receipt without looking at it. “A week you’ve been back at the counter. A week you’ve been jumpy as a cat on a stove. And he’s here, and now you’re grey.”

Ilse slid her drawer an inch open. Her mother’s ledger lay inside, wrapped in oiled cloth. The brass handle was cold under her fingers. It had been warm when she sat down.

“Swap with me,” she said.

Yara’s pen stopped. “You’ve never once asked me that.”

“I’m asking.”

“He’ll wait for you. He always waits for you.” Yara looked at her properly then, the way she looked at a ledger that didn’t add. “What’s in the drawer, Ilse?”

The chandler at the front of Ilse’s queue put both fists on the counter before she could answer.

“Rooke. Fourteen crowns on the Lantern Street account, and it’s a robbery.”

“Good morning, Master Obry.” Ilse unhooked his record from the rack and opened it flat. “Let’s see what you owe.”

She read the entry once. That was all it took. The obligation lifted off the page the way it always did, a fine taut thread of light that only a Reader could see, and ran across the counter into the chandler’s chest. It hummed there, steady. Fourteen crowns. Not a copper less.

“The warehouse flooded,” Obry said. “That’s an act of the gods, that is.”

“The record says the flood was in your lease, and you signed the lease.” She turned the page so he could see his own mark. “Fourteen crowns, as written.”

“You could say ten.”

“I could.” She closed the book. “And then I’d be Anneke.”

Obry’s eyes went to the door, where old Anneke sat on her stool with the visitors’ book. One of Anneke’s eyes was brown. The other was white as milk. Forty years ago she had told a duke his debt was smaller than it was, and the guild had not needed to punish her. The debt had done that.

Obry paid. Most people did, once they looked at the door.

The next man paid without argument. Ilse wrote his receipt too fast and had to blot it. Then the space in front of her grille was empty, and the cold came into it first.

“Reader Rooke.”

She looked up.

Up close he looked tired, which was the thing no one mentioned when they talked about the Winter Lord in the taverns. They talked about the frost and the war and the brother he’d buried, and never about the lines at his eyes, or the way he held his left hand against his coat as though it hurt. He was thirty-seven, and he looked older in the face and younger in the eyes, which should not have been possible.

“My lord.”

“I heard about your mother.” His public voice. Level, formal, pitched to carry as far as the grille and no further. “I’m sorry. She was fair to the march when fairness cost her.”

“Thank you.” Ilse held out the tray. “The levy is forty crowns.”

He counted it out. Twenty in gold. Twelve in silver. The rest in copper, old coin, some of it clipped, as though somebody had emptied a kitchen jar to make the sum. She had watched him do this eleven times before. Every quarter the gold got thinner and the copper got heavier, and every quarter the total was right.

She wrote the receipt. She had written it eleven times before. Her hand had never shaken.

“Paid in full,” she said.

“Always a pleasure.” He took the slip. “You’ll forgive me if I don’t stay. I’ve a long ride and I don’t sweat well.”

He turned away.

The drawer handle was so cold now that it burned. The rule was older than the guild. An open page that passed by blood had to be read to its debtor the first time he stood before its holder. Not the second time. Not when it suited her. A Reader who let him walk out of the hall could say she had been busy, or distracted, or grieving, and every one of those would be a lie.

Ilse thought about Anneke’s white eye. She thought about her own hands, reading.

“My lord,” she said. “There’s an open page.”

He stopped. The hall did not go quiet. Merchants argued. A clerk dropped a tray of seals. But three people in Yara’s queue turned their heads, and Yara stopped pretending not to listen.

Casimir came back to the grille. He did not ask what page. He looked at her face and then at the drawer, which she had pulled all the way open without deciding to.

“Whose?”

“My mother’s. It’s mine now.”

She unwrapped the ledger and opened it to the place she had marked with a strip of blue ribbon. She had read this page two hundred times in nine days, in the archive and in her kitchen and once in the middle of the night by candle. It was still nine words in her mother’s hand. It still had no date and no witness and no story.

The rule said read. It did not say announce. Ilse leaned close to the brass. After a moment he bent his head to meet her, and the cold of him came through the grille like an open window in January.

“C. Vael,” she read, very low. “Debt unclosed. Price: one kiss, freely given.”

The thread came off the page.

It was not like Obry’s. Obry’s had been a wire. This one was pale gold at the root and white where it met him, and it did not hum. It ached. It ran from the ink to a place just under his collarbone, and where it touched him, frost bloomed on the grey wool of his coat.

He looked at the page for a long moment. Then he laughed once, without any sound in it.

“I’d have remembered agreeing to that.”

“You don’t.”

“No.” The public voice slipped. What came out under it was plain and quiet. “Reader. Who else has seen this?”

“Yara knows there’s a page. Not what’s on it.”

“And the treasury?”

Ilse glanced at the wall clock. A quarter past the fourth bell. At the fifth bell a clerk from the treasury came for the quarterly abstract. Every open page held against a lord of the realm went on that abstract, in full, in her hand.

“In three-quarters of an hour,” she said, “Treasurer Stane gets a copy.”

He did not swear. She had half expected him to. He put his cold hand flat on the counter instead and looked at it, as if it belonged to someone he was worried about.

“Do you know what that winter does?” he asked.

“It kills people. Forty-one last year, on your own returns. You itemised them.”

“It does. And it keeps the snow in Callow Gap forty feet deep, and there are eleven thousand Osterran soldiers on the far side of it who have been waiting eleven years for the snow to go.” He said it without heat, like a man reading a weather report. “Stane has wanted my march under a crown garrison since before my brother died. If he learns there’s a way to end the winter on a date of his choosing, he’ll choose one. He won’t much care whether the Gap is held.”

“The page says freely given. He can’t order it.”

“No. He can try.” His eyes met hers through the grille. “People get hurt when men like Stane try things that can’t be done. Usually not Stane.”

A bell sounded somewhere in the city. Not the fifth. The half.

“Burn it,” he said.

“I can’t burn a page.”

“Then leave it off the abstract.”

“That’s a lie.” She said it more sharply than she meant to. “I don’t lie on a record, my lord. Not for Master Obry and not for the crown, and not for you.”

Something moved in his face at not for you. She regretted the words at once. They had cost her nothing to say and she could not have them back.

“No,” he said. “You don’t. I’ve watched you not do it for three years.”

Ilse looked down at the page so she did not have to look at him. The thread ran out of it, cold and steady. Nine words. No origin. No witness.

No witness.

“There’s a provision,” she said slowly. “For unwitnessed pages. A holder who can’t find the origin of a debt can seal it for inquiry. It stays on the abstract. But it goes on as sealed, and a sealed page can’t be called by anyone until the inquiry closes.”

“How long does an inquiry run?”

“One season.” She made herself say the rest. “And the holder has to go in person to the place the debt was struck, and certify its origin before the inquiry closes. If she can’t, the page goes to the treasury, and the crown collects it however it likes.”

He understood her before she’d finished. She watched him understand it.

“The place it was struck is my march.”

“Most likely.”

“Five days north. Into a winter.” The plain voice was very quiet now. “Reader Rooke, don’t do this. It’s a hard road and a bad season, and I’m not worth either.”

“It isn’t about what you’re worth. It’s about what’s written.”

“Is it?”

She did not answer that. There was no answer to it that did not cost her something, and she had spent a long time learning not to open accounts she couldn’t close.

The street doors opened. A young man in treasury blue came in with a leather satchel on his shoulder. Dorran, Stane’s under-clerk, twenty minutes early and pleased with himself about it. He started down the hall towards the abstract desk.

Yara said, “Ilse,” in a warning voice.

Ilse took the guild seal from its hook. She warmed the wax over her lamp until it ran. Her hands were steady. That surprised her. She pressed a coin of red wax onto the corner of her mother’s page and set the seal into it, and under the wax the thread dimmed, but it did not break.

She wrote beneath the entry in her own hand. Sealed for inquiry. Origin unwitnessed. Holder to certify at the place of striking within the season. I. Rooke, Reader.

When she lifted the pen, the page was so cold that frost had crept across her mother’s writing, every word of it, as if the page were trying to keep its own counsel.

“There,” she said. “Now it’s on the abstract, and it’s true, and nobody can call it while the inquiry’s open.”

“And you’re riding north.”

“The guild provides an escort for inquiries.”

“The guild provides a mule and a prayer.” He picked up his receipt, looked at it, and put it inside his coat. When he spoke again it was in the public voice, pitched for the grille and no further, but his eyes had not caught up with it. “I leave the city in two days, from the Northgate, at first light. My steward will be rude to you. I’ll apologise for him in advance and every day after.”

“I haven’t said I’ll ride with you.”

“No,” Casimir Vael said. “But you’ve never once let a page sit on your desk that you could close, and I don’t think you’re going to start with mine.”

He bowed to her, very correctly, and walked away down the hall, and the queue parted in front of him like cloth.

Dorran reached the abstract desk. Ilse watched him unbuckle his satchel and take out the treasury’s copy book and run his finger down the columns she had filled that morning. He stopped at the last line. He read it twice. Then he looked up, down the length of the hall, straight at her grille.

Yara leaned over. “What did you just do?”

Ilse closed the ledger and wrapped it in its oiled cloth, the way her mother had taught her, and found she could not answer. She could account for every coin that had crossed her counter in ten years.

She could not account for why, when she had read freely given aloud to Casimir Vael, the first thing she had felt was not dread.
